Vulnerable modems are open doors for hackers, who can gain unauthorized access to your network and data through a technique known as war dialing. War dialing typically involves the use of a modem to automatically dial a list of telephone numbers in search of computers, modems and fax machines.
Firewalls offer no protection against war dialing, because the attacker is entering your system through a phone line. And using data link software to transfer data provides no protection against a hacker who is war-dialing.
